Overview of the Oracle Entitlements Manager app. Learn how to upload Oracle license entitlements via CSV and align them with deployment data using Oracle Database Manager (ODBM).
The Oracle Entitlements Manager is a Licenseware application designed to ingest and manage Oracle Database license entitlement data. It enables organizations to align their contractual entitlements with the deployment and usage data analyzed in the Oracle Database Manager (ODBM), providing a clear picture of license compliance and optimization opportunities.
Purpose and Functionality
Oracle Entitlements Manager allows users to upload Oracle license entitlement records—such as processor-based or Named User Plus (NUP) entitlements—and structure them within the Licenseware platform. These entitlements are automatically matched against calculated licensing requirements from ODBM, supporting:
- Compliance assessments
- Surplus/deficit identification
- License allocation strategies
- Audit and renewal readiness
Entitlement Upload Process
License entitlements are uploaded via a standardized CSV template. You can find the guide here:

Once you have completed the template:

- Navigate to Apps > Oracle Entitlements Manager > Uploaders
- Select Oracle Entitlements Baseline CSV Template
- Drag and drop your completed file into the uploader
- Click Process Files to complete the upload
Integration with Oracle Database Manager (ODBM)
Once uploaded, the entitlement data is automatically mapped against the deployment data in ODBM generating the Oracle Effective License Position report. This enables:
- Real-time compliance position
- Entitlement-to-deployment allocation
- Identification of under- or over-licensed environments
