What OMWM does and when to use it
Oracle Middleware Manager (OMWM) reads raw LMS script output and works out the license requirement: which Fusion Middleware components are installed, and which licensable product and edition they map to. Recognition of those components uses a product model.
Use it when WebLogic is a server name, not a license:
- Which Fusion Middleware products are installed, and which components were not recognized?
- Is this WebLogic domain eligible for WebLogic Basic, or does it need a full edition?
- How many Oracle processors does that edition require?

Open it from Apps, then Oracle Middleware Manager. The report cards are Oracle Fusion Middleware Deployment and Oracle WebLogic Server Deployment.
The evidence is shared with Oracle Database Manager. Run the Oracle database collector first. Oracle GLAS is the file fallback, under Data sources.
